Ideally yes.  With a proper cover you can prevent ice and snow building up in your outdoor unit. However Air conditioners can be accidentally turned on by someone in your home without them knowing that the outdoor unit has been covered, creating potential damage to your condenser and its internal components.  So covering your unit depends individually on each household.

How frequently you change a new air filter at your residence depends on many factors.  A vacation house or single occupant with no pets or allergens: every 6–12 months. Common suburban home without pets: every 90 days.  Multiple pets: every 60 days.
